Go to Partner Portal in the left sidebar and expand it using the arrow, then select Referrals. On the Referrals page, click Add Referral in the page header or in the empty-state panel if you do not have referrals yet. In the Add referral dialog, enter the referral contact and organization details, then select Submit.
